It ultimately depends on what you value most in terms of concessions made for each version, but I do personally prefer Portable myself for these reasons. What you're trading in visual quality, you gain a lot in gameplay mechanics. It's retooled to play more like Persona 4, which means it added a lot of QoL improvements, such as not being able to tire while exploring Tartarus, the ability to directly control party members in combat, being able to act immediately after recovering from a Weak state, co-op attacks upon landing critical hits, and being able to defend yourself from opposing attacks, among others. However, the gameplay adjustments are significant. Instead of being able to freely control your character outside of Tartatus, you move a cursor representing them to interact with objects and characters, and cutscenes are now presented like a visual novel (if you've ever played Danganronpa, it's like that) For one, in order to fit on PSP they had to scale back the presentation considerably. Persona 3 Portable is a complete overhaul of P3.
